Registration Rules and Regulations
for
Arkansas-bred Thoroughbred Horses
Arkansas Current Arkansas law provides:
“Registered Arkansas-bred thoroughbred horses, registered Arkansas thoroughbred broodmare, registered Arkansas thoroughbred stallion, foal registration, broodmare registration and stallion registration, eligibility to participate in the Arkansas Racing Commission Purse and Awards Fund and eligibility to participate in races that are restricted to registered Arkansas-bred thoroughbred horses shall be determined and made in accordance with registration rules and the Arkansas Thoroughbred Breeders’ and Horsemen’s Association and approved by the Commission.”
The following registration rules and regulations have been adopted by the ATBHA and approved by the Arkansas Racing Commission:
I.ELIGIBLE FOALS.
In order to be eligible to be registered as an “Arkansas-bred thoroughbred horse” (“Arkansas-bred”), a foal (1) must be foaled in Arkansas and (2) (a) the mare (dam) and stallion (sire) must both be registered in accordance with ATBHA broodmare and stallion registration rules and regulations, or (b) in the case of a registered Arkansas thoroughbred broodmare in foal to an out-of-state stallion, the foal may be registered as an Arkansas-bred thoroughbred horse provided the foal is foaled in Arkansas and (i) the mare is bred back in the same calendar year to an Arkansas registered stallion only, or (ii) the mare dies prior to being bred back in the same calendar year to an Arkansas registered stallion, or (iii) the mare is not bred at all during the calendar year the foal is foaled, but is bred to an Arkansas registered stallion only the following year.
II.ELIGIBLE FOAL REGISTRATION.
A. In order to be registered as an “Arkansas-bred thoroughbred horse”, an eligible foal must be registered with the ATBHA on or before December 31st of the year such horse is a two year old. A foal not registered by December 31st of its two-year-old year is ineligible for registration after that date.
B. To register an eligible foal as an “Arkansas-bred thoroughbred horse”, the Arkansas Bred Foal Registration form must be completed in full and signed by the owner or his/her authorized agent and filed with the ATBHA on or before the December 31st deadline, accompanied by payment of the applicable registration fee.

III.BROODMARE REGISTRATION.
A. In order for a mare to be registered with ATBHA as a “registered Arkansas thoroughbred broodmare”, her registration with ATBHA must be accomplished (1) prior to foaling the foal for which the registration as an “Arkansas-bred thoroughbred horse” is sought or (2) after such foaling provided such registration is accomplished on or before (i) December 31st of the year she produces the weanling foal sought to be registered as an “Arkansas-bred thoroughbred horse” or (ii) December 31st of the year after she produces the foal sought to be as a yearling “Arkansas-bred thoroughbred horse” paying the late registration fee for both yearling and broodmare.
Any broodmares for which all requirements for registration are not received by ATBHA by December 31st of the foal’s yearling year will no longer be eligible for registration.
B.To register a broodmare as a “registered Arkansas-bred thoroughbred broodmare” the Application for Registration of Broodmare form must be completed in full and signed by the owner or his/her authorized agent and together with a copy, both front and back, of her Jockey Club Registration Certificate must be filed with the ATBHA by the registration time deadline accompanied by the appropriate registration fee.

C. Should a broodmare change ownership; the new owner must re-register her with the ATBHA in order to be eligible to receive Breeder’s Awards. Once registered, a broodmare will remain registered and her owner entitled to Breeder’s Awards based on the earnings of her registered Arkansas-bred offspring until she again changes ownership. If a mare is sold or otherwise changes ownership, the new owner must re-register such horse in order for that horse’s registration status to remain uninterrupted.
IV.STALLION REGISTRATION.
A. In order to be registered with the ATBHA as a “registered Arkansas thoroughbred stallion”, registration must be accomplished on or before May 1st of the breeding season which produced the foal sought to be registered as an “Arkansas-bred thoroughbred horse” and the stallion must stand only in the State of Arkansas that entire breeding season and may not stand in any other state that calendar year.
B. To register a stallion as a “registered Arkansas thoroughbred stallion”’ an Application for Registration of Stallion form must be completed in full and signed by the owner or his/her authorized agent and together with a copy, both front and back, of his Jockey Club Registration Certificate must be filed with the ATBHA by the May 1st deadline accompanied by the appropriate registration fee.

C. Should a stallion change ownership; the new owner must re-register him with the ATBHA in order to be eligible to receive Stallion Awards. Once registered, a stallion will remain registered and his owner entitled to Stallion Awards based on his Arkansas-bred progeny’s earnings until he again changes ownership. If a stallion is sold or otherwise changes ownership, the new owner must re-register such stallion in order for that stallion’s registration status to remain uninterrupted.
D. Owners of registered stallions must submit a fully-completed copy of the Report of Mares bred report required by The Jockey Club to the ATBHA on or before August 1st each year showing mares bred by each registered stallion during that year accompanied by the appropriate re-certification fee.
E. The annual re-certification fee shall be paid on all Registered Arkansas Stallions that breed more than five (5) mares in a single breeding season.

Membership dues $50.00 annually due December 31st
$75.00 if paid after 3/1 of the membership year |
