Please read instructions of eligibility for registration of a Stallion. An application for registration of a Stallion is due on or before May 1st of the breeding season which will produce a foal sought to be registered as an “Arkansas-bred thoroughbred horse” and the stallion must stand only in the State of Arkansas that entire breeding season and may not stand in any other state that calendar year. This Stallion registration is valid until there is an ownership change from that as shown below.

Rules and Regulations Pertaining to Registration of a Stallion
“Registered Arkansas-bred thoroughbred horses, registered Arkansas thoroughbred broodmare, registered Arkansas
thoroughbred stallion, foal registration, broodmare registration and stallion registration, eligibility to participate in the
Arkansas Racing Commission Purse and Awards Fund and eligibility to participate in races that are restricted to
registered Arkansas-bred thoroughbred horses shall be determined and made in accordance with registration rules and
regulations, including reasonable time deadlines and fee schedules, adopted by the Arkansas Thoroughbred Breeders’
and Horsemen’s Association and approved by the Commission.”
ATBHA Registration Rules & Regulations have been adopted by the ATBHA and approved by the Arkansas Racing
Commission. Below is the portion that specifically pertains to Stallion registration and eligibility:
IV. STALLION REGISTRATION:
A. In order to be registered with the ATBHA as a “registered Arkansas thoroughbred stallion” the registration must be
accomplished on or before May 1st of the breeding season which produced the foal sought to be registered as an
“Arkansas-bred thoroughbred horse” and the stallion must stand only in the State of Arkansas that entire breeding
season and may not stand in any other state that calendar year.
B. To register a stallion as a “registered Arkansas thoroughbred stallion”, an Application for Registration of Stallion must
be completed in full and signed by the owner or his/her authorized agent and together with a copy of his Jockey Club
Registration Certificate, including the section showing ownership transfers, must be filed with ATBHA by the May 1st
deadline accompanied by the appropriate registration fee.
C. Should a stallion change ownership, the new owner must re-register said stallion with ATBHA to be eligible to receive
Stallion Awards. Once registered, stallion owner will be entitled to Stallion Awards based on the registered Arkansasbred progeny’s earnings of said stallion until he again changes ownership. Stallion awards are paid annually. If a stallion
is sold or otherwise changes ownership, the new owner must re-register said stallion in order for that stallion’s
registration status to remain uninterrupted.
D. Owners of registered Arkansas stallions must submit a Report of Mares Bred to The Jockey Club on or before August 1
following the breeding season, listing all mares bred to the stallion during that year’s breeding season, as required by
The Jockey Club Rules and Regulations. A copy of said Report of Mares Bred must be submitted to the ATBHA office by
August 1, accompanied by the applicable annual stallion re-certification fee.
E. To renew a stallion’s Arkansas registration, an annual re-certification fee shall be paid on each registered Arkansas
stallion that stood in Arkansas only during that year’s breeding season. Payment of the annual Stallion Re-certification
Fee shall be the obligation of the stallion owner, shall be in the amount of three hundred dollars ($300) per year,
beginning the year after the initial Arkansas registration, shall be due and payable to ATBHA on or before August 1st of
the breeding year, and shall be accompanied by a photocopy of the Report of Mares Bred for that year, as set out in
Section D above.
